Résumé

This project was conceived to analyze the real causes of the sufferings of the rural population. To achieve it, we went through the literature. Some of the formal institutions were the constraints to the attempts of the government and the people to come out of poverty. To mention a few of them, corruption, land policy, the constitutions and collateral requirement of the financial sector were few of the formal institutions which were impeding development attempts. Also, the potential positive contribution of some of the informal institutions was not harnessed and integrated into the formal institutions. In contrary, some harmful practices are still in place in the name of culture and tradition.

On the other hand, governments outward looking behavior and its deep-rooted emulation behavior left many Ethiopians without getting the support they need from their government. The government excessively relied on other countries experience and tried to implant those successful policies in the context of Ethiopia. The problem countries are different in their institutions and many other things which alter all from replicating one’s success. Moreover, in the end, those imported policies and policy subscription left with unsatisfactory results.

In general, the sufferings of the rural population emanated from both formal and informal institutions. And, there was a time that the formal and informal institutions were not operating in a good interaction. Moreover, many development interventions were not as successful as they were supposed to be. The reason is multifaceted. One of the reasons for it was the government’s failure to communicate policy interventions with the rural population.
