Résumé

La fin de la guerre sonne l’heure des règlements de compte. Partout dans le pays, les traitres à la patrie sont traqués et jugés selon des procédures judiciaires et administratives. Parmi ces inciviques déclarés, les collaborateurs de Radio Bruxelles, le poste qui vitupéra la propagande allemande pendant les années noires. Deux procès spectaculaires s’ouvrent devant les Conseils de guerre pour condamner les speakers et journalistes notoires. De leur côté, les directeurs de l’Institut National de Radiodiffusion, auréolés de leur résistance sur les ondes de la BBC, élèvent une Commission d’enquête et un Jury d’honneur chargés de se prononcer sur le comportement de l’ensemble des agents rattachés à la radio à la veille de l’invasion. Quelque 600 chroniqueurs, acteurs, chanteurs, musiciens, dactylos, secrétaires et autres fonctionnaires défilent ainsi devant ce qui constitue la première instance d’épuration du pays. Comment les juges vont-ils déterminer la faute patriotique, où posent-ils la frontière entre la cohabitation contrainte et la collaboration coupable ? Quels enjeux humains, économiques et structurels sont susceptibles d’interférer avec le processus de sanction ? Comment la radio libérée se relève-t-elle d’une guerre des ondes ? Quelle était, justement, cette guerre des ondes ? Entre la tentaculaire Reichsrundfunk, relayée par les émetteurs des pays occupés, et la mythique Radio Londres colonisée par les gouvernements en exil, se joua un duel extrêmement sonore résonnant dans les postes des Belges occupés. Qui étaient ces auditeurs, quelle propagande captaient-ils et quels en ont été les effets ? Cette thèse se situe à la croisée de l’histoire judiciaire et de l’histoire des médias, au confluent d’un récit évènementiel et d’une plongée dans les mentalités et les représentations d’une décennie trouble.

The end of wars calls for the settlings of accounts. All over the country, the "traitors to the fatherland" were hunted down and tried according to judicial and administrative procedures. Among those deemed "unpatriotic" were the collaborators who used to work for Radio Bruxelles, the station that vituperated the German propaganda during the black years. Two spectacular trials were held at the Councils of War, with the clear aim to condemn notorious speakers and journalists. In turn, the directors of the National Institute of Radio-diffusion, acclaimed by the BBC for their acts of resistance, established a “Commission d’enquête” and a “Jury d’honneur”, which were convened in an attempt to look into the behaviour of the entire staff of the Radio at the eve of the invasion. More than 600 columnists, actors, singers, musicians, typists and other officials stood before what has been considered the first body of purification of the country. How did the judges determine what constituted a "patriotic offence", where did they draw the line between "forced cohabitation" and "guilty collaboration"? What are the human, economic and structural factors that might have interfered with the process of punishment? How did the freed Radio get over the war of waves? Who exactly was involved in this war of waves? On the one hand, the sprawling Reichsrundfunk, transmitted by the occupied countries, and on the other, the mythic Radio London, colonised by the governments in exile, fought an extremely loud battle whose echoes resounded in the private radios of occupied Belgium. Who was listening? Which propaganda were they disseminating and what effects did this have? This thesis stands at the crossroads between judicial history and history of the media, at the confluence between a narrative of events and a dive into the mentalities and representations of this troubled decade.
