N2 - This paper explores the issues arising from a complaint made by Antigua and Barbuda (Antigua) to a World Trade Organization (WTO) Dispute Resolution Panel. This concerned US State and Federal law regulation that allegedly made it unlawful for suppliers, located outside the United States (US), to supply Internet gambling and betting services to consumers in the United States. As such, this called into question the application of the General Agreement on Trade in Services (GATS). This is the first reported instance of the WTO procedure in the digital environment.
