abstract = "This paper reports on research into 'digital cities' within French-speaking Belgium. A 'digital city' is defined as a set of web pages which are realised in the framework of a city (or a commune). Data from 37 websites were collected in September 1997 and analysed according to context; technical modes of functioning; information; and communication. Detailed results are presented. Specific findings are that the interactivity of the sites is generally very low, and the websites are not well enough advertised. At the generic level, this paper suggests a basic framework to analyse 'digital cities '.",
