A Critical Review of Citizen Participation in Smart Cities: The Citizens at the Core of "Smart Namur"

Résumé

During the last years, smart cities have attracted considerable attention because they are considered as a response to face the complex challenges of cities. Smart cities provide new solutions in the domains of mobility, environment, economy, governance, quality of life and education thanks to the use of Information and Communication Technologies (ICT). But too often, smart cities did not reach their objectives because citizens were not involved in their design or the impact on their daily lives was not properly considered. This thesis investigates the particular role of citizens in a smart city and how they could contribute and improve its design by making their voice heard, by providing their competence and experience, and by providing their insights on how the ICT smart city infrastructure can be used.
This thesis contributes to the smart city domain of several levels. Firstly, the different means to enable citizen participation in a smart city are researched. Secondly, a framework to compare and evaluate smart cities as enablers of citizen participation is described based on the findings of the preceding section. Thirdly, the specific case of Namur is discussed by listing the infrastructure already present in Namur for converting it into a smart city. Finally, an evaluation with the framework is performed to provide some recommendations in order to make “Smart Namur” more citizen-oriented.
