Abstract

From the age of 18, Walloons, like the rest of the Belgians, are obliged to go to the polls at every election. Such an obligation is - now - rare on a global scale where one finds traces of it, with or without sanctions, in only thirty-one states or parts of states. In Belgium, voters have had to comply with this requirement since 1893, even though not everyone actually participates in the vote. A question at the heart of representative democracy must therefore be asked, since this representation is based on the participation of voters: who would still vote in elections if voting were no longer compulsory?
