Abstract
In this article, the authors underline the reorganisation of the back-office required by the introduction of information and communication technologies in public organisations. In order to stress the main aspects of this reorganisation process, they base this article on the case study of the set up of an Intranet in a Belgian organisation and the reorganisation efforts that it induced. For the set up of this Intranet, the researchers have developed a methodology inspired by the methods of consensus conference used in "traditional" Technology Assessment research. In a first part, they specify the importance of the reorganisation of the back-office of the on-line administration. The second part presents the methodologies used, including the consensus conference. Finally, the authors deepen in a third part the results of this reorganisation and insist on strengths and weaknesses of the participative method.
