Abstract
This article proposes an ex ante evaluation of the Walloon Priority Actions Plan, also called the Walloon Marshall Plan. Because they are new and constitute the core of the global clusters policy, we focus particularly on the measures aiming to develop the immaterial capital. The exercise highlights more specifically the rationale of the Innovation policy.
