Description
The purpose of search is, starting from a conceptual framework of analysis which exceeds the sector of telecommunications, prposer a concrete system organizing the service and the financing of a universal service in a service of network. This search states and evaluates, under an angle economicojuridic, various scenarios where the role of the regulating administrations is clearly identified.
