The project aims at analyzing the real and potential contribution of the legal tool "management contract" to the legitimacy, effectiveness, and efficiency of public agencies such as Belgacom and the Post Office. It has involved an analysis of the public service/universal service concepts, their evolution , the economic and legal background of postal and telecommunications services (understood broadly) in various European States and in the United States, the performance in general of public organizations in these sectors and that of Belgacom and the Belgian Post Office in particular, as well as the role of the management contract in this context.
