Legal analysis of some questions related to the implementation of a mutualisation project by the GIE "Qualicité"

On the one hand, the CRID has to draft an "act of accession" enabling the local authorities to join this grouping; the act is written in manner such as the conditions of membership and of participation in the grouping are in conformity with the principles of the data-processing mutualisation. In addition, the CRID is invited to write clauses that Qualicité will be able to insert in the specifications of its computer markets, and to which the grouping will be able to secure the possibility of guaranteeing to its members the benefit of use of the software that it makes develop.
