Description
This project aims at a better understanding (1°) of the extent of elite capture in community-based development programmes financed by foreign donors, and (2°) of available methods to surmount or mitigate this problem. Such methods are: leader-disciplining mechanisms based on a bilateral reputation system, a multilateral reputation and sanction network, or a mechanism relying on competition among rival local leaders. The project involves theoretical attempts at highlighting these issues.
