Convergence and distribution of competences in federal Belgium

Convergence in the field of the electronic communications is characterized by the appearance of new services and the technical despecialisation of the infrastructures. That has important consequences for the Belgian institutional framework, in which the communities are competent as regards broadcasting (including technical aspects of broadcasting) and the federal State as regards other types of electronic communications. This project has as an aim the analysis of the consequences of convergence on this distribution of competences in Belgium and of the possible solutions to make it possible to regulate the infrastructures of convergent electronic communications, in particular in the context of the implementation of the EU regulatory framework for electronic communications, horizontally applicable, to all infrastructures of electronic communications.
